Eleven years to the day that Hurricane Katrina made landfall in the Pelican State, Louisiana is once again rebuilding from massive flooding. RT correspondent Marina Portnaya joins RT America’s Anya Parampil to discuss how the Federal Emergency Management Agency’s (FEMA) response has differed this time around and how unfinished flood walls may have impacted the latest disaster.
